How to equate foreign Certificates to UNEB

The UNEB is officially responsible for equating foreign qualifications at Primary and Secondary Level to UNEB standards at PLE, UCE, and UACE. PLE is the Primary Leaving Certificate, UCE is Uganda Certificate of Education (Uganda Ordinary-Level). And finally UACE as Uganda Advanced Certificate of Education (Uganda Advanced-Level). If you are a foreigner and wish to equate your results, download the documents below. All procedure and Documentations are within those documents.   • If I bring a recommendation letter from the University I am currently doing my foundation studies and a confirmation letter from the high school I sat for my Kenya Certificate of Secondary Education , will it be possible for UNEB to equate my results instead of I going back to Kenya again?. Reason being, kenya has limit traveling into their country?. Thank you.
